An Evaluation of the Implementation of Early Breastmilk Toolkit

Overview

The Early Breastmilk (EBM) Toolkit is a collection of training materials and practical resources for staff and parents to promote equitable access to correctly fitted equipment for expressing breastmilk. The Toolkit originated from a quality improvement initiative at University Hospital Southampton NHS Foundation Trust after a mother shared her challenges of expressing breastmilk for her premature baby and developing mastitis.

With the funding from NHS England (South West), the Toolkit is now supported by Wessex Patient Safety Collaborative (PSC) for wider adoption. The Health Innovation Wessex Insight team was commissioned by Wessex PSC to investigate the implementation of the EBM Toolkit within and beyond Wessex.

Key findings from the evaluation included:

Local champions supported by positive leadership were critical for successful implementation
Comprehensive, practical, and accessible resources enabled staff to integrate the Toolkit without “re-inventing the wheel”
With leadership support and comprehensive resources including advice and guidance from Wessex PSC, staff leading the implementation were equipped to secure authorisation from the organisation’s finance team and infection prevention and control team.

Key short-term outcomes observed by staff included:

Improved comfort and milk yield for women
Enhanced staff knowledge and confidence
Standardisation of practice
Reduced reliance on formula milk or donor milk.

Simeon Kent

Innovation Adoption Programme Manager

Before joining Health Innovation Wessex, Simeon was working in one of the UK's Lighthouse projects setting up an automated Covid-19 mass testing facility in response to the Covid pandemic. Simeon's role within this team was as the Laboratory Operations Manager, ensuring the streamlined implementation of automation including liquid handling robots and loop-Mediated Isothermal Amplification (LAMP) technology.

Before this he was working with Southampton Primary Care Ltd as part of the Business Development and Support team who pioneered the 'out of hours' primary care service using 'Hubs' for Southampton.

Simeon is passionate about pioneering technologies and even more passionate about seeing them used to improve the experience of NHS patients.

Nicky Smith

Innovation and Adoption Programme Manager

Nicky joined the organisation in July 2024 and recently completed an MSc in Health Sciences in 2024 from Oxford Brookes University.

She has a background in adult nursing working in the community, primary care and with children and young people. She has experience in transformation, innovation and engagement supporting populations and communities working collaboratively with the NHS Integrated care system (ICS) including local authority, social care, communities, and voluntary sector with a successful track record of delivering transformation capability, population health improvement and empowering and engaging communities to improve their health and wellbeing. Additionally, she has experience supporting families, children and young people and primary care delivering the UK childhood immunisation schedule (and covid vaccination) addressing health inequalities alongside outreach vaccination and tailored support to under-represented communities, advice and education for parent/carers, communities, and the voluntary sector.

Grace Smith

Programme Manager- Patient Safety

Grace started her career in the NHS in 2006 as a Therapy Assistant and continued this role whilst studying to become a physiotherapist. Having graduated in 2013 Grace went on to specialise in acute respiratory care, stepping outside the traditional role of a physio and becoming a Clinical Matron leading an acute respiratory ward, for which she won a national Advancing Healthcare award. Before joining HIW Grace gained a fellowship at Health Education England (South East) as Regional Allied Health Professional (AHP) workforce fellow where she led the regional implementation of the nationally commissioned AHP support workforce transformation programme and AHP apprenticeships, before joining the NHS Frimley AHP workforce team.

Grace is in the final stages of completing an MSc in Professional Practice in Healthcare with her dissertation due in January 2025. For this, Grace is conducting primary research utilising mixed methodology to explore the ‘The lived experience of AHP support workers in the NHS’.

Emma Wynn-Mackenzie

Innovation Adoption Programme Assistant

Emma is a Programme Assistant within the Innovation Adoption Team. She has held several administrative roles during her career.

Emma started working in HR for District Audit based in Otterbourne, running the new starter process and ensuring all staff data was correct. She moved to Southampton City Primary Care Trust in their HR Team, working on organisational development. This included working on the Improving Working Lives (IWL) and Investors in People (IIP) workplace accreditations, rolling out the annual staff survey, including analysis of the results and managing the staff bank of temporary workers.

Emma then moved into the Public Health Team as a Business and Planning Manager supporting Public Health Consultants with their projects and the Director of Public Health with the completion of their statutory functions including the Joint Strategic Needs Assessment (JSNA). Key projects included supporting the campaign to fluoridate the water in Southampton and surrounding areas and moving the whole team into Southampton City Council under a TUPE like transfer.

Jenny Curtis

Innovation Adoption Programme Assistant

Jenny is an Innovation Adoption Programme Assistant who joined Health Innovation Wessex in 2023. Jenny’s background is in Further Education support services. She began her career as a Library Assistant at Peter Symonds College, before moving to Eastleigh College where she was a Learner Recruitment and Engagement Executive, supporting the learner journey from application through to enrolment. After 6 months, she progressed to a management position as Adult and Community Learning Team Leader, in which she oversaw and developed the College’s leisure course provision. Jenny received her first-class honours degree in Creative Writing in 2020 and has been featured in a number of publications, including Resurrection Trust – a collection of stories about living sustainably spearheaded by The University of Southampton.

Leah Gallon

Associate Director - Innovation Adoption

Leah Gallon is the Associate Director Innovation Adoption and is overseeing the Cardiovascular Disease (CVD) programme, Medicines Optimisation programme and Primary Care programme.

Leah joined the organisation from an acute NHS trust where she was the Clinical Service Manager for Therapies, and during the Covid pandemic worked as Silver Command and the Trust Covid Operational Lead.

Prior to this she has worked in both acute and community NHS settings around Hampshire.

Leah is a respiratory physiotherapist by background. She has worked in a variety of roles including clinical, operational, transformation and programme lead. She has delivered large scale projects, across systems and has been involved in improving patient pathways, bringing in new digital options and ways of working.

Leah is passionate about making a difference in the NHS after starting her career as a physiotherapist and wanting to improve the quality of care for patients. She is using her skills developed across various roles to make a wider difference within the NHS across the Wessex region.

Katherine Gale

Evaluation Programme Manager (Qualitative)

Katherine is the Programme Manager for mental health. Katherine joined the organisation in November 2016 while completing her PhD in Operational Research at the University of Southampton. Katherine has 10 years of research experience in health and social care settings and is passionate about improving care delivery. Her specific areas of interest include person-centred care and improving outcomes for patients and healthcare staff through evidence-based innovation.

Katherine’s PhD formed part of the Care Life Cycle (CLC) project, a multi-disciplinary research programme, which was funded by the Engineering and Physical Sciences Research Council (EPSRC) to examine the supply and demand of health and social care within an ageing society. Katherine’s PhD focused on the use of telecare to support people with dementia to remain living independently.

Prior to joining Health Innovation Wessex, and while completing her doctoral studies, Katherine held a range of different part-time business support roles. These included working for the Faculty of Health Science at the University of Southampton, and for the National Institute for Health Research Evaluation, Trials and Studies Coordinating Centre (NETSCC). She also worked as a research assistant for an Age-Related Macular Degeneration research project, which involved data collection and patient engagement at the University Hospital Southampton NHS Foundation Trust.

For her Master’s dissertation in Management Science Katherine worked with Hampshire County Council to produce a Position Paper on the use of GPS tracking devices for people with dementia. Her dissertation was awarded the 2009 Award for Excellence by the Royal Brompton and Harefield NHS Foundation Trust.

Katherine’s current role in the Mental Health team enables her to combine her passion for improving care service delivery, with her skills and experience in research, evaluation, and data analysis.

Jackie Chandler

Evaluation Programme Manager (Qualitative)

Jackie joined Health Innovation Wessex in 2019 as a Programme Manager and specialises in qualitative evaluations. These cover evaluating the implementation of digital solutions, service transformation projects and systems-based evaluations in integrated care systems.

Following a career in general and mental health nursing in the NHS and voluntary sector she moved into health research, where she worked with the Royal College of Nursing and the then National Institute for Clinical Excellence developing guidelines. Jackie previously worked on multi method trials in NHS settings with an emphasis on using qualitative methods in process evaluations. Jackie worked for the international organisation Cochrane for evidence synthesis (systematic reviews of studies) and is an associate editor of their Handbook. Her PhD used complex systems theory to better understand implementation of evidence-based care in healthcare settings, a focus of interest at HIW.

Outside work, Jackie practises yoga and is learning to play the harp.

Emily Hunter

Associate Director - Insight

Emily is the Associate Director of the Insight team. She has strategic oversight of the team’s portfolio and of the high quality work we produce. Emily works closely with clients to scope our support and develop our business.

Emily has a background in evaluating global health projects and support Cancer Research UK’s early diagnosis programme, working closely with primary care and system stakeholders. She has led Insight’s evaluation offer for innovators, overseen large evaluations of complex programmes, and regularly delivers sessions to develop understanding and capabilities in evaluation.

Facilitative and calm under pressure, Emily attributes her work style to the huge benefits that come from her love of music, as a performer and a keen audience member.

Rebecca Player

Evaluation Programme Coordinator (Qualitative)

Beck is an evaluation programme coordinator who has a passion for improving quality of life through mixed methods in health research and evaluation. Her goal is to improve health and care while helping to create positive change.

Previously, Beck worked as an analyst for a local authority, where she compiled Covid data and worked extensively with large datasets, including case rates and vaccination uptake.

Her passion for research began with her PhD, where she earned a mixed methods doctorate on multiple sclerosis and fatigue. She is also a qualified osteopath with experience in a number of multidisciplinary clinics in London.

Outside of work, Beck enjoys playing hockey, staying active through CrossFit, and spending time outdoors with her dogs.

Julia Wilson

Evaluation Programme Coordinator

Julia is a mixed-method researcher and project manager passionate about transforming healthcare through innovation. She currently works as an Evaluation Programme Co-ordinator at Health Innovation Wessex, supporting real-world evaluations aiding the adoption of innovations across the NHS. Her expertise spans across developing and integrating digital AI products, health behavioural science and mixed-method research.

Julia brings over seven years of experience managing and supporting complex academic and clinical projects, with a strong track record at organisations like Sacher AI, Allurion Technologies, University Hospitals Plymouth and the University of Plymouth. With a background in healthcare innovation and a portfolio of published research, Julia is driven by a commitment to improving patient outcomes and empowering communities.

Outside of work, she enjoys hiking, golfing, and exploring the intersection of technology and wellbeing.

Andrew Sibley

Evaluation Programme Manager (Mixed Methods)

Andrew joined Health Innovation Wessex in 2018 and is an Evaluation Programme Manager in the Insight team. Before this, he worked in academia as a mixed methods Senior Research Fellow, holding roles at King's College London and the University of Southampton. He has also worked in a research capacity directly for NHS and local authority organisations.

Andrew brings a wide range of expertise in using advanced quantitative and qualitative methods to support real-world evaluations of innovation. His research interests include the application of implementation theories/models/frameworks to support innovation adoption, evaluation of new care models and new roles to support long-term conditions, and medicines management.

What drives his work is a deep commitment to improving patient care and promoting proven innovation to improve health services. Andrew is passionate about bridging the gap between research and evaluation approaches to benefit the real world assessment of innovation.

Outside of work, he enjoys running, badminton, and travelling the world with his family.
